There were a lot many years ago, in the 90's, but I can't remember any of their names, or even much about them. Personally myself, apart from the more budget-heavy 3D 4X games like the X Series or games like Sins of a Solar Empire, I haven't found too many low-budget 2D games. Vangers is certainly interesting, a 4x sandbox on the ground with cars? That's gotta be unique. The Last Federation was also something that dropped off my radar, maybe I'll pick that up on a sale. I remember Drox was something suggested to me a long time ago, and I see it has a demo (good sign). Even though it doesn't even take place in space. Vangers: This one is probably a bit off, but I don't know - something about this game really reminds me of SR. For a freeware remake (that's basically the original game) go here: Star Control 2: Not much in the "simulating a living galaxy" part, but it does feature some pretty good writing and awesome space adventures. The Last Federation: A bit like Drox Operative, in that your main goal is also to manipulate factions in the universe to reach a certain goal, but this one is a bit more detailed and less combat-heavy (there also is a DLC where you can build your own empire apparently). Also doesn't really have any of the story and writing aspects of SR, but it does have a pretty intricate sytem for freely simulating the affairs of multiple (up to 8 I think) factions in a universe. Drox Operative: More Diablo-like, sadly a little grind-heavy. Depends on what exactly you're looking for, but for me the four that reminded me most of this game would be:
